The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. At present, GRC supports two BMZ funded resilience projects in Somaliland, one ECHO funded drought response operation and other initiatives with own funds. Background:
Mercy Corps seeks to undertake research to better understand the effect of youth educational programming on stability in Somalia. Through a mixed-methods evaluation of the Somalia Youth Leadership Initiative (SYLI), a $38 million USAID-funded youth development program, this study would assess the degree to which improved access to education and opportunities for civic engagement can contribute to stability in Somalia.
Access to secondary education in Somalia is among the worst in the world with only 52,000 students enrolled in 195 secondary schools (64 public schools). Enrollment rates are highest in Somaliland (16,410 students in 42 schools), less in Puntland (6,773 in 22 schools), and lowest in Galmudug (1,407 students in 10 schools) and other parts of south central Somalia. Only 2-6% of the 2.7 million Somali youth (ages 14-17) are enrolled in secondary school. 10-20% of the student population is female with numbers even lower in rural and pastoralist communities.

Specific responsibilities

Act as the main technical adviser on the construction site for 30 latrines for subcontractors, crafts people and operatives

Setting out, levelling and surveying the site, checking plans, drawings and quantities for accuracy of calculations.

Background
The UNDP Rule of Law and Security Programme (ROLS) is comprised of three components that are programmatically and operationally linked: Access to Justice; Civilian Policing; and Community Security Project (CSP) Within the framework of the Governance and Rule of Law Programme, the Community Safety Project aims to address the cycle of violence through a two-sided approach. On the preventive side, community-level interventions neutralize factors generating armed violence in an enabling legal, policy and institutional environment. On the curative side, the government shall be able to assist individuals to overcome trauma and reintegrate into society. Changing mindsets is likely to be an important objective of both preventive and curative efforts, and will require sustained sensitization of the communities. The combined effort is meant to reduce violence sustainably. Progress will be measured by collecting data on crime and victimisation through a network of community-based organizations working with the project, and analyzing it through an Observatory on violence.
The National Community Safety Officer will report to the Community Security Team Leader in Garowe. The National Community Safety Officer will make routine decisions upon his/her own authority within established guidelines.
The National Community Safety Officer works in close collaboration with the Operations, Programme and projects staff in the CO and other UN agencies staff to exchange information and ensure consistent service delivery. The National Community Safety Officer will work under the supervision of the CSP Project Manager supporting the Projects Activities in Somalia but may be called upon to assist in provision of administrative support to other projects in the Rule of Law and Security Programme. The incumbent shall cover North Puntland, with a focus on Bosasso and Ghardo.
The National Community Safety Officer works on a daily basis with colleagues in the CSP project and ROLS programme, necessitating that the incumbent of the National Community Safety Officer post be able to develop and maintain viable working relationships with colleagues across the organization, partner NGOs and in government, and be able to work with them in a responsive client orientation and in a problem solving mode.
Duties and Responsibilities
Summary of Key Functions:
  • Strategic development of the policies and strategies for the establishment of community safety / district level peace building infrastructure

  • Submitting weekly and monthly progress reports based on clear and verifies output in a timely manner.
  • Identify and strengthen key partners in the civil society groups, NGOs and government counterpart in order to maintain a strong capacity for policy development and project delivery.
Daily management of project’s field level activities, and in particular:
  • Preparing and monitoring the execution of LoAs with relevant ministries counterpart for AVR activities in Somaliland;
  • Monitoring the execution of the agreements (MCGAs) signed with partner organisations;
  • Contributing to the development of output indicators for the project, supporting the establishment of a data collection mechanism and participating in the analysis;
  • Coordinating the establishment and facilitation of a Community safety working group for North East region of Somalia;
  • Coordinating the establishment and roll-out of a Victim Referral Mechanism for North East region of Somalia
  • Managing the implementation of the AVR activities in other regions as requested,
  • Submitting weekly and monthly progress reports in a timely manner.
Building partnerships with governmental and non-governmental counterparts at field level, and in particular:
  • Coordinating and liaising with the national counterpart on issues related to the AVR activities;
  • Developing and maintaining partnerships with key stakeholders, identifying and recommending possible synergies;
  • Establishing the identification of partners (Expression of Interest), assessing the capacity of partners, and formulating and following up on Request For Proposal (RFP) processes;
  • Assessing the capacity of partner organisations and institutions, developing capacity building plans and implementing them through mentoring, trainings and workshops.
Input in project’s strategic development, and in particular:
  • Elaborating a draft work plan on CSP for approval including financial requirements;
  • Mapping out conflict management strategies in the region and supporting the development of the project’s strategy on armed violence reduction;
  • Implementing the identification of lessons learned, good practices and recommending improvement on strategy;
  • Developing the elaboration of a Somali model for armed violence reduction.
Providing input in project’s knowledge building and management by focusing on achievement of the following results:
  • Guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
  • Advice to Project staff on UNDP administrative and reporting, in particular, on budgetary issues.
  • Organization of training for the Project Staff and partners on financial management.
  • Synthesis of lessons learned and best practices in project and project finance.
  • Sound contributions to knowledge networks and communities of practice

The Community Security National Officer supports the achievement of the following outputs:

Background
Somalia has recently undergone intense conflict between the Transitional Federal Government (TFG) and the Union of Islamic Courts (ICU), the second such confrontation within six months. The country has endured fifteen years of armed conflict and generalized violence, which has resulted in widespread human rights abuses, the destruction of public infrastructure, and the disintegration of basic health and social services.

Overall the humanitarian situation for vulnerable civilians remains dire. Somalis continue to flee insecurity, particularly in the south and central parts of the country. While approximately 35,000 Somalis crossed into Kenya in 2006, there are at least protracted 400,000 IDPs, with 250,000 alone in Mogadishu. IDPs remain an especially vulnerable group, particularly those who come from historically discriminated minority clans and ethnic groups. The response of OCHA, the IASC Country Team and the international community to natural disasters and chronic political instability has been a mix of humanitarian and recovery/transitional initiatives that seek to:

The Conflict and Gender Officer will work under the direct supervision of the Governance Projects Manager. He/She will support the mainstreaming of both gender and conflict sensitivity, data and contextual analysis, build capacities of both the team and the local communities, lead the relevant thematic interventions and support the Community Development Officers in the programme implementation. The programme will be initially implemented in Burtinle district (Nugaal).

The M&E Advisor will work under the direct supervision of the Consortium Project Manager within the Program Quality Unit (PQU) based in Hargeisa, Somaliland. The Advisor will manage the generation, collection, analysis, and dissemination of information pertaining to the project with the assistance of partner agencies management and M&E officers and other PQU staff. The Advisor will orient partners to the M&E system, including follow-up visits to partner field operations to ensure understanding and compliance with M&E procedures.

Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 30 countries throughout the world. DRC fulfils its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced persons (IDPs) and host communities in the conflict areas of the world; and by advocating on behalf of conflict-affected populations on the basis of humanitarian principles and the Human Rights. In Somalia, DRC is providing relief and development services using a human rights protection of framework, aiming at supporting IDPs and host communities affected by conflict and natural disasters. Currently, the main thematic programme areas include; Food Security and Livelihoods; WASH and Infrastructure; Protection and Advocacy; Community-Driven Development; as well as Emergency Response on a case-by-case basis.
Project Overview
Loss of household income compounded by increased reliance on the market, high food costs, greater debts and waves of insecurity have made it progressively more difficult for households to cover their immediate basic needs or plan for the future. These problems are not, however, limited to the prevailing crisis or particular seasonal effects on production but are the result of compounding shocks and difficulties.
DRC has been implementing a 32 - month food security and livelihood project ending in December 2012 in Hiraan Region, funded by the European Commission (EC). The project aimed at improving food security and promoting a higher degree of self-reliance amongst populations living in selected villages of the Hiraan Region. The target for the project were 5,250 food insecure households living in the Riverine and urban areas of Beletweyne and Bulo Burte Districts to support community efforts to become more self-sufficient by improving, intensifying and diversifying agricultural production at household level; and promoting and supporting diversified income-generating activities through community-prioritized vocational skills training and capacity building. These longer-term investment activities were to be complemented by a cash relief component to mitigate the risk of loss of productive assets during acute quick- onset emergencies.

Status: Collaborator/ Full-time ___________________________________________________________________________ Purpose/objectives: The Monitoring and Evaluation (M&E) Assistant to the Health and Nutrition Coordinator, engaged for the 50/75% of his/her activities in Somalia and for the 25/50% in Nairobi, is responsible to support the coordination of all the health and nutrition activities of INTERSOS by, under the guidance of the Health and Nutrition Coordinator, supervising and monitoring and locally evaluating the data collection mechanisms and the implementation strategies. Core responsibilities:
 He/she liaises with the managerial staff at field level, ensuring that the activities they supervise meet high quality standards in terms or monitoring and reporting mechanisms.
 He/she is in charge of preparing ad hoc training courses in Nairobi and delivery them to the Somalia’s staff. He/she is responsible for the correct collection of data by the field staff and ensures that these data are correctly and timely transferred to the Database Manager.
 He/she is also responsible for the empowerment and development of the tools regarding the collection of data in the field and at hospital level.

CARE INTERNATIONAL-SOMALIA is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement. PROGRAM SUPPORTING THE EMERGENCY IN WATER & LIVELIHOOD IN
SOMALILAND II
1. Background
Adventist Development and Relief Agency (ADRA Somalia) is a humanitarian agency that started programs in Somalia in 1992 and is committed to its core values of enabling positive changes and building capacities of the communities through development and relief interventions and working with established local and external networks and partnerships. 
ADRA’s goal is to build and enhance the capacities of vulnerable communities in Somalia to attain sustainable positive change in their lives. Currently, ADRA Program portfolios cover projects in the energy; water and sanitation; education; emergency and food security sectors.
ADRA is currently implementing an integrated program focusing on WASH and livelihood activities for various vulnerable communities in  Somaliland and Mudug.  The program is intended to reach four (7) farmers’ groups through the establishment of demonstration sites and about 20 villages benefitting through the support of WASH activities.
The demonstration sites will include the 4 sites supported by the forerunner of PSWELS at Baki and Gebiley. The two additional sites located at Maroodi Jeeh are borrowing from the pre-existing ones to get the farmers copy the best practices as they learn through the demonstration sites. ADRA has supported the establishment of these  demonstration sites with the necessary structures and the required basic inputs including certified seeds.  The project’s goal is to provide emergency relief and strengthen the resilience of communities to enhance economic recovery in Somalia.

The organization has been implementing UNHCR-funded projects on improving the response to protection risks faced by refugees, asylum seekers, migrants and IDP communities in Northeastern Somalia through the provision of psychosocial support with a specific interest to children (formal and non formal Education, recreational activities, etc.). With the support of UNICEF, UNHCR, UNFPA and IOM, a GBV program (response and prevention) has also been implemented in Puntland.  Within the framework of these programs, the organization seeks to fill the position of Protection Area Manager.
