SUPPORTING THE EMERGENCY IN WATER & LIVELIHOOD IN
SOMALILAND II
1.
Background
Adventist Development and Relief Agency
(ADRA Somalia) is a humanitarian agency that started programs in Somalia in
1992 and is committed to its core values of enabling positive changes and
building capacities of the communities through development and relief interventions
and working with established local and external networks and partnerships.
ADRA’s goal is to build and enhance the
capacities of vulnerable communities in Somalia to attain sustainable positive
change in their lives. Currently, ADRA Program portfolios cover projects in the
energy; water and sanitation; education; emergency and food security sectors.
ADRA is currently implementing an integrated
program focusing on WASH and livelihood activities for various vulnerable
communities in Somaliland and
Mudug. The program is intended to reach
four (7) farmers’ groups through the establishment of demonstration sites and
about 20 villages benefitting through the support of WASH activities.
The demonstration sites will include the 4
sites supported by the forerunner of PSWELS at Baki and Gebiley. The two
additional sites located at Maroodi Jeeh are borrowing from the pre-existing
ones to get the farmers copy the best practices as they learn through the demonstration
sites. ADRA has supported the establishment of these demonstration sites with the necessary
structures and the required basic inputs including certified seeds. The project’s goal is to provide emergency
relief and strengthen the resilience of communities to enhance economic
recovery in Somalia.
Specific
objectives include;
i. Increased access to sustainable safe
water, sanitation, and hygiene
ii. Diversified household agricultural-based
livelihoods
The action of diversified household
livelihoods targets to directly benefit at least 105 farmers in Gebiley, Awdal
and Maroodi Jeeh regions. Other farmers and interest groups from within the
areas will also benefit indirectly.
2.
Scope of WorkPage
The proposed consultancy aims to provide
skills training and support to poor rural smallholder farmers in the
established four demonstration sites at Gebiley, Awdal and Maroodi Jeeh.
The training will cover broad areas of
greenhouse farming in addition the advantages
of drip irrigation together with advantages of using appropriate certified
seeds, and identification of vegetable pests and diseases and how to manage
them.
3.
Specific Tasks
Working under the guidance of ADRA’s WASH
Sector coordinator, the assignment shall include carrying out the following
tasks:
i. Provide an on-site practical training
package focused on agronomy, marketing and business development
ii. Evaluate the established greenhouse structures and site preparation
for the Gebiley Awdal and Maroodi Jeeh
demo sites and make amends where required.
iii. Train and expose participants to the
utilisation of locally available materials to establish greenhouse structures
iv. Review layout of drip lines and
irrigation infrastructure at the sites
v. Demonstrate routine agronomical practices
on greenhouse farming of selected crops by engaging technicians and the farmers
vi. Provide advisory on pests, diseases and
marketing of both greenhouse and outfield crops and yields.
4.
Methodology
The consultant will work with a team
comprising of selected farmers and ADRA staff.
The consultant will employ both quantitative and qualitative techniques
in undertaking skills set analysis. Participation is a critical element of any
work guided by ADRA Somalia hence the consultant must ensure that beneficiaries
adequately participate at all levels of the assignment.It is highly recommended that the consultant
applies different modes of delivery of the training as may best suite the
circumstances.
5.
Time Scale
The consultancy period will last for about
60 days divided into 5 trips with an average of 12 days per field trips at different
times for adequate follow-up as deemed necessary by the project coordinator.
The consultancy will start on a date to be agreed upon in November 2012. The consultant is expected to develop his/her own
schedule of tasks and share the same with ADRA Somalia.
6.
Qualifications and Experience
A minimum qualification of tertiary
educationPage 3
Prior training experience of smallholder
farmers in horticulture. Knowledge of greenhouse production will be an key for
this appointment
Reliable and effective team player with
proven record of coordinating teams in conflict and post conflict environments
Good interpersonal and communication
skills
Good written and verbal English skills
Ability to meet the deadline and deliver
professional results.
7.
Expected Outputs and Deliverables
i. Debriefing
ii.A summarized report for every field trip
iii.Agribusiness advisory services
iv. Simple Crop production guide
8.
Application Procedure:
The consultancy will be advertised on the
ADRA website and circulated to other networks like the NGO Consortium .
The same will also be sent to the members of the staff who will circulate it to
people who they know could be having the practical experience in the field.
This is mainly due to the practical nature and need to identify a person with
the key wide ranging skills and referred with people in the same industry who
understand his practical ability
Acceptance of this TOR is to be addressed to
hr@adrasom.org. This must be received by Wednesday, 7th November 2012. The
seconded candidate must be ready to travel within 1-2 weeks, to Somaliland
where the assignment will be undertaken.
9.
Terms and Conditions
The consultant will be paid per day at a
rate greed.
Travel from Nairobi to Hargeisa and back
to Nairobi (including taxi and
airport taxes) will be covered by ADRA Somalia.
ADRA will provide accommodation but the
consultant will pay for his food.
