Communications Specialist - Somali Youth Leaders Initiative


PROGRAM/DEPARTMENT SUMMARY:
Somali Youth Leaders Initiative (SYLI) is a five-year $18 million program to support formal and non-formal secondary education, vocational training, and economic opportunity for out-of-school youth in Somalia. The non-formal and youth engagement component aims to increase job placements, salaries/wages and self-employment opportunities for Somali youth through the provision of market-driven skills training, business training and linkages to credit, business development support and job placement services. The Specialist’s role is, primarily, to support the SYLI program and the country programs. It entails giving direction, setting appropriate standards, facilitation and training. It is not one of management or hands-on work in the field unless in a training context or when deployed to assist in establishing a response.
GENERAL POSITION SUMMARY:
The Communications Specialist will lead the implementation of Somali Youth Leaders Initiative’s external communications strategy in Somalia, encompassing the development, positioning, presentation and content of youth-focused and issues oriented stories, photos, messaging and multimedia for key public, donor, media, UN and NGO engagement platforms (primarily Mercy Corps websites and external social media). This position will also build the capacity of field offices across Somalia to produce quality and timely communications resources (stories, photos, video and other), both proactively and on demand – resulting in the strong and sustained branding of their key activities, as well as the external communications of Mercy Corps Somalia’s key programming issues and concerns.

PROGRAM BACKGROUND International Medical Corps plans to dramatically expand its healthcare provision activities in Mogadishu over the coming year. This will likely include offering primary and secondary health care in Mogadishu, which not only has a particular lack of health care infrastructure and services due to large demand and recent departure of key service providers but also a high concentration of IDPs who are particularly vulnerable due to lack of access to high-quality health care. Existing programs outside of Mogadishu include emergency nutrition programs in the Sool and Sanaag regions of Somaliland through static and mobile feeding sites. Additionally, in the Galgaduud Region, International Medical Corps works in partnership with a local, non-governmental organization to implement an emergency water, sanitation and hygiene and nutrition program to mitigate the effects of the drought as well as build the capacity of the local population.

Purpose of the Position
Under the administrative supervision of the Programme Manager, and the technical supervision of the Chief Health, USSC, accountable for the development, design, planning, implementation and management of the overall Health component of the country programme in the assigned zone.
Key Expected Results
  1. Contributes towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information, and writing chapters of the Analysis. Prepares sectoral input to the Country Programme Recommendation (CPR) and all related documents, Programme Summary Sheet (CPSS), Programme Summary Sheet (PSS), for assigned programes/projects.
  2. Designs, prepares, implements, monitors and evaluates assigned programmes or specific project(s). Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.

Naturally, this state of conflict has resulted in massive displacement of refugees and wide scale poverty. In recent years, environmental factors have exacerbated an already dire and unstable situation. As a consequence, the Horn of Africa and Yemen region contain some of the largest refugee camps in the world with each of the respective countries in the region serving as origin, transit and destination stations as refugees struggle to survive. The Danish Refugee Council along with countless other national and international NGOs have been attempting over the years to mitigate the above mentioned issues in seeking to assist these vulnerable communities.
