Communications Specialist - Somali Youth Leaders Initiative


PROGRAM/DEPARTMENT SUMMARY:
Somali Youth Leaders Initiative (SYLI) is a five-year $18 million program to support formal and non-formal secondary education, vocational training, and economic opportunity for out-of-school youth in Somalia. The non-formal and youth engagement component aims to increase job placements, salaries/wages and self-employment opportunities for Somali youth through the provision of market-driven skills training, business training and linkages to credit, business development support and job placement services. The Specialist’s role is, primarily, to support the SYLI program and the country programs. It entails giving direction, setting appropriate standards, facilitation and training. It is not one of management or hands-on work in the field unless in a training context or when deployed to assist in establishing a response.
GENERAL POSITION SUMMARY:
The Communications Specialist will lead the implementation of Somali Youth Leaders Initiative’s external communications strategy in Somalia, encompassing the development, positioning, presentation and content of youth-focused and issues oriented stories, photos, messaging and multimedia for key public, donor, media, UN and NGO engagement platforms (primarily Mercy Corps websites and external social media). PROGRAM BACKGROUND International Medical Corps plans to dramatically expand its healthcare provision activities in Mogadishu over the coming year. This will likely include offering primary and secondary health care in Mogadishu, which not only has a particular lack of health care infrastructure and services due to large demand and recent departure of key service providers but also a high concentration of IDPs who are particularly vulnerable due to lack of access to high-quality health care. Existing programs outside of Mogadishu include emergency nutrition programs in the Sool and Sanaag regions of Somaliland through static and mobile feeding sites. Additionally, in the Galgaduud Region, International Medical Corps works in partnership with a local, non-governmental organization to implement an emergency water, sanitation and hygiene and nutrition program to mitigate the effects of the drought as well as build the capacity of the local population.

Background
The UN Joint Programme on Local Governance and Decentralized Services (JPLG) for Somalia is a joint programme executed by UN ILO, UNCDF, UNICEF, UN-HABITAT and UNDP. The first phase of the programme commenced in 2008 and will complete at the end of 2012. The programme’s second phase (JPLG II) covers the five year period 2013 – 2017. JPLG works with Somalia Government Institutions, Regional authorities, District Councils, Legislatures, Municipal Associations, International and Local NGOs/CSOs, and the private sector.
The Programme is aligned to the programming frameworks of the Somalia Reconstruction and Development Programme (RDP), the UN Transition Plan (UNTP) and the UNSAS. Description CARE is seeking an experience Pastoralist Technical Advisor (PTA) to provide a strong technical lead role in pastoralist resilience in a resilience-building consortium, both during the inception phase and implementation. CARE and 6 other NGOs in Somalia are initiating a consortium on resilience building in pastoralist, agro-pastoralists and peri-urban livelihoods, as a response to the multiple cycles of droughts in Somalia and last year's famine. The consortium consists of Oxfam, WVI, ADRA, DRC, COOPI, CARE and ACF.The program targets multiple donors for a large scale Somalia-wide coordinated approach to resilience that compliments large scale UN initiatives for resilience. World Vision International will host the grant management function for the consortium, and are currently recruiting a Chief of Party to lead the program development and inception process.
The position would be initially for 6 months, based in Hargeisa, Somaliland with travel to other parts of Somalia and Nairobi, with the intention to extend the position for the full duration of the program (3-5 years) depending on further funding from key donors with whom discussions are presently ongoing.

Organizational Context/Background The impacts of climate change are already being felt across Horn of Africa. It is predicted that the region will be facing more extreme and frequent droughts and floods. These climatic disasters are also one of the main hazards in Somalia. Peace Building and Governance Program Coordinator, Hargeisa (Somaliland), Somalia

CARE is seeking an experienced Peace Building Governance Programme Coordinator. CARE, DRC, IRC and UNICEF have developed a joint programme to strengthen local governance and conflict management at the village level in Somalia. This position will provide overall leadership for the implementation of the Consortium, and will oversee the establishment and functioning of a joint Programme Quality Unit (PQU), to help ensure harmonisation and quality of the interventions of each of the partners. The implementation of the programme will be overseen by a Steering Committee comprised of the 4 agencies.
The activities to be carried out in 160 villages include a variety of strategies to strengthen village institutions and enhance engagement of local citizens in village governance and peace building. This will take place through a range of trainings targeting the village institutions and representatives from the local population in project management, financial management, conflict resolution, advocacy and leadership skills, as well as public speaking. A participatory process of developing a Community Action Plan will result in a block grant for projects to be identified and developed by the community. Special emphasis is placed on marginalised groups, including minorities, women and youth. The proposed programme will coordinate and collaborate with the UN Joint Programme on Local Governance (JPLG). The Consortium will initially work in eight districts in Somaliland and Puntland. After the first year, the Consortium will consider implementation in other areas in less stable parts of Somalia, based on the lessons learned. Twenty villages will be selected in each district.
The incumbent will be responsible for the overall development of the programme approach, guided by the programme proposal, bringing together technical expertise from each agency, and develop harmonised ways of working, tools and manuals.

The primary aim of the British Government’s Department for International Development (DFID) is reducing poverty, and  achievement of the other Millennium Development Goals.  DFID  Somalia is responsible for the delivery of DFID's development and  humanitarian assistance and policy work in Somalia. DFID Somalia is part of the  British Office for Somalia  based in the  British High Commission  in Nairobi, which has 300 staff from 14 UK government departments. We work closely with colleagues from the  Foreign and Commonwealth Office and other  departments  on both  policy and management. We also host a small number of staff working Regionally. 
Following the Bilateral Aid Review, the Somalia programme is  scheduled to double  its’  spend by 2013/14.  The  DFID  Somalia  Operational Plan (available on the DFID website) sets out how we plan  to achieve that.
A vacancy has arisen for a Humanitarian Adviser, Somalia.  This is an exciting and challenging post  with responsibility for  monitoring humanitarian programmes in Somalia, advising on the design of a new  multi-year humanitarian programme for 2013 onwards, and  ensuring  programme and policy coherence with other parts of DFID Somalia, in  particular on resilience and stabilisation issues.

I. JOB SUMMARY
The Emergency Team Project Engineer  works as part of the emergency team to support selected Somali and International NGOs and local communities to respond to the needs of people and communities affected by natural disasters and or conflict. The Emergency Team Project Engineer will be responsible for ensuring technical quality of  all water, sanitation and hygiene promotion programme work. You will be responsible for developing technical designs, cost estimates for water sources and sanitation facilities. Background
The Danish Demining Group (DDG) has been providing humanitarian mine action assistance in the Horn of
Africa since 1999.  DDG has had a programme in Somaliland since 1999, in SC Somalia since 2007,  in

DDG is a part of Danish Refugee Council (DRC), and shares its regional office facilities and draws upon its
support functions. Currently there is over 200 DDG staff in the region, and with the foreseen growth, the
DDG support function at the regional office needs to be enhanced.

Danish Demining Group (DDG) is part of  the  Danish Refugee Council (DRC). DDG has armed 
violence reduction programmes  in several countries in the region including Somaliland, Somalia,

DDG’s Armed Violence Reduction (AVR) approach encompasses the following elements:

process, where DDG assists target communities to assess their safety and security situation, define

Background: The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, WASH and health reaching out to more than 200,000 conflict and drought affected people.

Summary of Responsibilities

The IRC team is looking for an exciting new role at its Galkacyo office with opportunity for demonstrating multiple skill dimensions of leadership, program management, strategic planning, partnership development and representation. The Projects Coordinator will work under the direct supervision of the Field Coordinator based in Galkacyo but will report programmatically to the Deputy Country Director of Programs while maintaining close technical coordination with the Nairobi based sector Coordinators. The position will be responsible for the overall management and coordination of all IRC Programs in central and Mudug regions by effective use of program cycle management approaches including designing of interventions, implementation, monitoring and program reporting. Aims of the Organization
Since its foundation in 1968, GRT has been working with socially marginalized groups and individuals, being
expression of cultural values outside dominant paradigms.
GRT' story is a journey through culture, enriched over the years (mainly in Nicaragua, Guatemala, Somalia,
Nepal and Romania) through cooperation programs where local communities are supported in inventing
and developing their own surviving strategies.
Walking along paths of desires together with local  communities, efforts are made in trying to help them

The main fields of expertise and involvement are: Community Mental Health, Support for Ethnic Minorities,

Organization Background in the Somali context
The strength of persons with mental disabilities and their disconcerting vulnerability motivated the
organization to implement mental health related projects in Latin America and Horn of Africa, particularly
Somalia. Community’s therapeutic capacities represent the basis of GRT actions and interventions.
In Somalia GRT’s intervention began in 1996, through an innovative support to the humanisation process of
Berbera Mental Hospital in Somaliland. Since May 2003, GRT experience has considerably grown providing
Mental health services through the establishment of the first Mental Health Department in Puntland and
integrated community services in Bosaso town and IDP camps.
Since 2008, psychosocial support activities have been extended with specific programmes to refugees and
IDPs, mainly in Puntland -NE Somalia.
Since 2011, GRT is implementing an EC funded Mental Health Project in Somaliland (Hargeisa) and Puntland
(Bosaso) aiming at “Improving capacity and advocacy skills of NSAs and public sector authorities in Somalia
in the area of Human Resource issues related to Mental Health”.
Project Background
Objective of the action is to enhance the role of the civil society in developing an inclusive and empowered
society in Somalia.
The action aims at combating the crisis in the ‘Mental Health Service Delivery’ affecting Somalia by
promoting a coordinated response to boost long term assistance in the development of Somali NSA’s and
CSO’s capacities in the area of Mental Health. The action focuses on MH as one of the key elements for the
population health wellbeing with the general aim of improving Human and Social Development within
Somalia

POSITION PURPOSE
This position is for overall logistic and security management of Adeso’s work in Wajir,Isiolo and Turkana
under the   USAID funded project, Resilience and Economic Growth in the Aid Lands-Improving Resilience
Project in Kenya REGAL).
SPECIFIC ROLES AND RESPONSIBILITIES
1. Logistics Management
 Ensure correct procedures are followed for receipt, storage and dispatch of goods.
 Ensure that all program staff have appropriate logistics request forms and are aware of relevant logistics systems.
 Manage all logistics staff (assistant logistician, drivers, store keeper, radio operator, office boy,
mechanic, guards) and  conduct regular meetings to ensure good co-ordination and that staff
have the tools necessary to carry out their work.
 Hire suitable applicants for logistics staff positions as required, in consultation with  Program
Manager/Field Coordinator and Adeso Regional Logistics Manager.
 Hire and organise casual staff as required, agreeing in advance on payment according to the
market rates.
 Complete monthly logistics report and submit to  Program Manager and  Regional Logistics
Manager.
2. Transport
 Responsible for the upkeep, repair and general mechanical safety of each vehicle.
 Manage the drivers and ensure they carry out their duties. Ensure each vehicle has designated
driver.
 Manage mechanics and mechanical issues.
 Ensure that each vehicle is serviced at 3500KM while keeping accurate and up-to-date records of
repairs (including parts replaced) and servicing.
 Ensure that the service sticker is fit in cab to remind drivers of next service due.
 Ensure each vehicle has a functional first aid kit, fire extinguisher, jack, wheel-brace and spare
wheel at all times.
 Purchase quality and competitively priced spare parts.
 Maintain  an  accurate stock take  of tools, spare parts and equipment according to Adeso
guidelines.
 Ensure that the generator is in good working condition and regularly serviced. Complete a
monthly report on fuel consumed, hours run and any maintenance carried out.
 Co-ordinate all transport  for departments and ensure that security measures are strictly
observed.  Maintain a vehicle movement board.
 Maintain stock of fuel for generators and vehicles to provide reserve when fuel is scarce. Ensure
fuel stock is physically secure, does not represent a fire hazard and that strict stock control is
observed through use of fuel issuing records. Ensure fuel stock is rotated.
 Complete a monthly fuel report of fuel and oil consumed, distances travelled by vehicles and an
accurate figure for fuel consumption for the vehicles according to Adeso guidelines
3. Communications
 Ensure regular radio checks with vehicles, field sites and with Northern Kenya are carried out and
correct radio protocols are observed.
 Ensure all vehicles travelling have at least one means of communication, whether CODAN radio
(HF), VHF radio or Thuraya.
 Manage the radio operator.
 Keep register of all communications equipment.
4. Inventory & Storekeeping
 Ensure all goods received are checked against a delivery docket and that a signed copy is
returned to the respective offices in Northern Kenya, listing any items damaged or missing.
 Ensure Adeso Goods-In docket is completed for all goods received and that  stock cards are
updated for all items to be stored.
 Manage all stores/warehouse ensuring that strict stock control is maintained, store is physically secure, clean, in good conditions and appropriate for materials being stored.
 Manage storekeeper, monitoring his/her performance through regular spot-checks on recorded
stock and accuracy of stock records. Complete a monthly stock report for submission to the
Program manager
 Ensure Fixed Asset Register is kept up-to-date and submitted to Country Head Office as required.
 Ensure local inventory records are maintained of all Adeso assets, including communications
equipment, IT equipment, office and living area furniture and equipment.
5. Facilities Management
 Responsible for the security of the compound.
 Manage guards and ensure they fulfil their duties.
 Ensure compound is kept in a good state is tidy and meets the  basic requirements for staff
comfort.
6. Procurement
 Local  purchasing: manage logistics float cash, ensuring receipts are retained and returned to
finance for small purchases; for any procurement over $1250 ensure 3 quotations are obtained
and that the Program Manager’s written authorization is recorded;  maintain updated list of local
suppliers and prices.
 Maintain the correct level of stocks necessary for running of program.
 In case goods cannot be procured locally or are extremely expensive prepare orders to country
head office with the correct coding from Finance and authorization from the Program Manager
and to be sent to respective office in Northern Kenya. Stay in regular contact with logistics to
monitor all requests made.
 Ensure all purchases are backed-up with the correct paperwork according to Adeso logistics and
finance requirements.
7. General
 Co-operate with all members of the Adeso team and develop a good working relationship with all
staff.
 Carry out duties responsibly and act in a professional manner at all times, especially when
managing staff.
 Keep the Program manager aware of any difficulties or problems encountered.
 Carry out any other duties as assigned by the Program Manager
8. Guards/Security
 Carry out daily supervision of guards at storerooms and the office ensuring that there is always a
guard on duty.
 To prepare, in cooperation with the head guard, a guard roster.
 To provide Logistics Manager with a regular update on the security situation when required.
 To provide the Country Director with regular updates on the security situations – mandatory.
 Keep abreast of the security situation in Northern Kenya field offices
 Represent Adeso in NGO security meetings
 Provide security briefing to Adeso staff on arrival to the Northern Kenya field office.9. Stock control
 Maintain a record of stock in Adeso stores (includes GRN, DN, SR, internal requisitions and stock
cards).
 Carry out weekly, monthly and quarterly stock checks and share reports with Adeso Regional
Logistics Manager.
 Prepare stock movement reports weekly and monthly.
 Ensure that Adeso stocks are properly stacked, registered and the storerooms are clean at all times.
10. Other
 Undertake any other duties that may be requested by the Regional Logistics Manager.
 Liaise with Regional Logs Manager and Regional  ICT  Manager with regard to system requirements
and operability
SKILLS AND QUALIFICATIONS
 Previous work experience with an NGO is highly desirable
 Knowledge of supply chain Management – advance or higher diploma or degree in purchase and
supply is mandatory
 Computer literate – Word and Excel
 Good spoken and written English
 Good personal recommendations.
 Knowledge of local dialect is mandatory
