Background
The UN Joint Programme on Local Governance and Decentralized Services (JPLG) for Somalia is a joint programme executed by UN ILO, UNCDF, UNICEF, UN-HABITAT and UNDP. The first phase of the programme commenced in 2008 and will complete at the end of 2012. The programmeĆ¢€™s second phase (JPLG II) covers the five year period 2013 Ć¢€“ 2017. JPLG works with Somalia Government Institutions, Regional authorities, District Councils, Legislatures, Municipal Associations, International and Local NGOs/CSOs, and the private sector.
The Programme is aligned to the programming frameworks of the Somalia Reconstruction and Development Programme (RDP), the UN Transition Plan (UNTP) and the UNSAS. The outcome of the programme is that local governance contributes to peace and equitable priority service delivery in selected locations.
It is envisaged that JPLG II will achieve as wide coverage in Somalia as resources and conditions allow with a comprehensive approach to assist local governments to be credible, professional service providers, increasing public investment in basic services, and strengthening civic awareness and participation in local decision-making and development. Description CARE is seeking an experience Pastoralist Technical Advisor (PTA) to provide a strong technical lead role in pastoralist resilience in a resilience-building consortium, both during the inception phase and implementation. CARE and 6 other NGOs in Somalia are initiating a consortium on resilience building in pastoralist, agro-pastoralists and peri-urban livelihoods, as a response to the multiple cycles of droughts in Somalia and last year's famine. The consortium consists of Oxfam, WVI, ADRA, DRC, COOPI, CARE and ACF.The program targets multiple donors for a large scale Somalia-wide coordinated approach to resilience that compliments large scale UN initiatives for resilience. World Vision International will host the grant management function for the consortium, and are currently recruiting a Chief of Party to lead the program development and inception process.
The position would be initially for 6 months, based in Hargeisa, Somaliland with travel to other parts of Somalia and Nairobi, with the intention to extend the position for the full duration of the program (3-5 years) depending on further funding from key donors with whom discussions are presently ongoing.
The position will provide technical support to the consortium as a whole, helping ensure innovation, harmonization of approaches, technical quality and coordination. The post will be supported by CARE, WV and other consortium partners' global technical resources on resilience and food security, as well as in turn provide input from the Somalia resilience program into regional and global policy initiatives.

Overview of the Position
Organizational Context/Background The impacts of climate change are already being felt across Horn of Africa. It is predicted that the region will be facing more extreme and frequent droughts and floods. These climatic disasters are also one of the main hazards in Somalia. Being a high risk country exposed to frequent climatic disasters, it is therefore critical that the country has a well-conceived National Adaptation Programme of Action (NAPA). The 2011 UN Secretary General Report (UN SG Report 2011) on the "Protection of Somali Natural Resources and Waters" highlights that some 30% of the land (catchments, range areas and agriculture lands) is considered degraded. Increases in the duration and frequency of drought cycles triggered by the global climatic changes has made these impacts more obvious with severity levels crossing a critical threshold and creating famine situations that are a clear evidence of lack of resilience of Somalia's population to face the consequences of prolonged drought and other natural calamities

Peace Building and Governance Program Coordinator, Hargeisa (Somaliland), Somalia

CARE is seeking an experienced Peace Building Governance Programme Coordinator. CARE, DRC, IRC and UNICEF have developed a joint programme to strengthen local governance and conflict management at the village level in Somalia. This position will provide overall leadership for the implementation of the Consortium, and will oversee the establishment and functioning of a joint Programme Quality Unit (PQU), to help ensure harmonisation and quality of the interventions of each of the partners. The implementation of the programme will be overseen by a Steering Committee comprised of the 4 agencies.
The activities to be carried out in 160 villages include a variety of strategies to strengthen village institutions and enhance engagement of local citizens in village governance and peace building. This will take place through a range of trainings targeting the village institutions and representatives from the local population in project management, financial management, conflict resolution, advocacy and leadership skills, as well as public speaking. A participatory process of developing a Community Action Plan will result in a block grant for projects to be identified and developed by the community. Special emphasis is placed on marginalised groups, including minorities, women and youth. The proposed programme will coordinate and collaborate with the UN Joint Programme on Local Governance (JPLG). The Consortium will initially work in eight districts in Somaliland and Puntland. After the first year, the Consortium will consider implementation in other areas in less stable parts of Somalia, based on the lessons learned. Twenty villages will be selected in each district.
The incumbent will be responsible for the overall development of the programme approach, guided by the programme proposal, bringing together technical expertise from each agency, and develop harmonised ways of working, tools and manuals.

The primary aim of the British Government’s Department for International Development (DFID) is reducing poverty, and  achievement of the other Millennium Development Goals.  DFID  Somalia is responsible for the delivery of DFID's development and  humanitarian assistance and policy work in Somalia. DFID Somalia is part of the  British Office for Somalia  based in the  British High Commission  in Nairobi, which has 300 staff from 14 UK government departments. We work closely with colleagues from the  Foreign and Commonwealth Office and other  departments  on both  policy and management. We also host a small number of staff working Regionally. 
Following the Bilateral Aid Review, the Somalia programme is  scheduled to double  its’  spend by 2013/14.  The  DFID  Somalia  Operational Plan (available on the DFID website) sets out how we plan  to achieve that.
A vacancy has arisen for a Humanitarian Adviser, Somalia.  This is an exciting and challenging post  with responsibility for  monitoring humanitarian programmes in Somalia, advising on the design of a new  multi-year humanitarian programme for 2013 onwards, and  ensuring  programme and policy coherence with other parts of DFID Somalia, in  particular on resilience and stabilisation issues.
The appointment will be under  local terms and conditions and is  subject to security clearance.
The salary for this post will be KShs 394,240 – 609,073 per month  before tax.

Caritas is looking for  a consultant to undertake  a  mid-term evaluation for the EC funded
project:  Water, Sanitation and Hygiene in North-West Somalia being implemented in
Maroodi jeex, Togdheer and Sool regions (Somaliland). The project is part of the ACP EU
Water Facility. The evaluation is scheduled to be undertaken in November 2012 and is aimed

Background
The Danish Demining Group (DDG) has been providing humanitarian mine action assistance in the Horn of
Africa since 1999.  DDG has had a programme in Somaliland since 1999, in SC Somalia since 2007,  in
Puntland since 2009 and in Yemen since 2010.
DDG is a part of Danish Refugee Council (DRC), and shares its regional office facilities and draws upon its
support functions. Currently there is over 200 DDG staff in the region, and with the foreseen growth, the
DDG support function at the regional office needs to be enhanced.
Purpose
As the size of the DDG portfolio increases, additional administrative and logistical support will be required to
maintain a standard level of service to the DDG programmes in the region. The Administration Assistant will

Background
Danish Demining Group (DDG) is part of  the  Danish Refugee Council (DRC). DDG has armed 
violence reduction programmes  in several countries in the region including Somaliland, Somalia, 
Yemen, South Sudan and Uganda and is in the process of establishing a programme in Kenya as 
well.
DDG’s Armed Violence Reduction (AVR) approach encompasses the following elements:
 Strengthening institutions and enhancing capacity for addressing safety needs 
 Addressing immediate threats to life and limbs by explosive remnants of war 
 Addressing small arms as a tool of violence 
 Building capacity for conflict management and peace
 Strengthening relationships between security providers and communities 
The  AVR approach is currently implemented at the national and community level. At the national 
level, DDG seeks to support the authorities with small arms management and support peacebuilding 
and security sector reform initiatives. The community safety approach is rooted in a participatory 
process, where DDG assists target communities to assess their safety and security situation, define

Background: The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, WASH and health reaching out to more than 200,000 conflict and drought affected people.

Summary of Responsibilities

The IRC team is looking for an exciting new role at its Galkacyo office with opportunity for demonstrating multiple skill dimensions of leadership, program management, strategic planning, partnership development and representation. The Projects Coordinator will work under the direct supervision of the Field Coordinator based in Galkacyo but will report programmatically to the Deputy Country Director of Programs while maintaining close technical coordination with the Nairobi based sector Coordinators. The position will be responsible for the overall management and coordination of all IRC Programs in central and Mudug regions by effective use of program cycle management approaches including designing of interventions, implementation, monitoring and program reporting. The position will provide leadership and guidance to program staff (appx 6 direct reports) and coordinate with a wide range of external stakeholders including the local authorities, I/NGOs and private sector actors.
