ToR consultancy - NSP Country Director Training for Somalia / Somaliland



 Purpose
The NGO Safety Program (NSP) proposes to deliver a security training workshop for NGO Country Directors with staff based and working in all regions of Somalia. The training will focus on security at the Country Director / Security Advisor level, with a heavy emphasis on specifics linked to the Somali context.

Expected Output
4 courses are to be delivered, approximately every quarter, with the first one to be delivered in December 2012.
The course/workshop will be:-
Two full days. (8.30am to 6.30pm)
Non – residential
Optimum number of 10 attendees
At NSP offices, Nairobi
The content will be designed by NSP for the Somali specific part, with significant input from the successful consultant on the general security management framework part.
Co-directed and co-facilitated by NSP senior managers (50% of the facilitation), but the consultant will be the Lead facilitator.
Participant centred, leading to tailor made advice and solutions
Specifically linked to real and current issues within the Somalia context Focusing on strategic aspects of security at Country Director level


Profile of the consultant
Organizations (NGOs or private companies) or individual consultants can apply. However, delivering of the 4 trainings by the same consultant will be favoured.
At least 2 years of experience as a security consultant / trainer focusing on security training for senior NGO / UN staff
At least 3 years of NGO experience at a senior level (Country Director; Field Coordinator; Security Advisor/ Manager) focusing on Security

Full availability during the full duration of the contract for constant interaction with NSP Team is requested.
Schedule of Payment
Although the tender covers 4 courses, each course will be contracted individually:
30 % of total contract amount upon signing of contract
70% of total contract amount upon final delivery of the training

The consultancy will be managed by NSP.
How to apply
Training service providers are invited to tender for the contract to facilitate and deliver the 4 courses (4 x 2 days) and should include in their proposals an outline plan of the two day programme indicating:-
General subject headings in preparing Country Security Plans in line with acknowledged global best practice
Teaching strategies and intended learning outcomes
Learning methodologies
Provision and use of learning materials
How to utilize and merge the Somalia context inputs from NSP facilitators into the general safety and security planning framework.

The tender bid will have a full budget breakdown, to be presented by course, and to include et al:-
Facilitator fee
Course learning materials, study notes or handouts etc.
Travel (local/international)
Accommodation
Per diem
Insurance and visa fees (where necessary)
Any other reasonable expenses

NSP will provide facilities and refreshment during the workshop.
