REQUEST FOR APPLICATIONS FOR EC MID-TERM EVALUATION CONSULTANT
Organisation Caritas Switzerland and Caritas Luxembourg are non-governmental aid agencies and
members of Caritas Internationalis. Caritas works worldwide and adheres to international
humanitarian principles (NGO code of conduct). Caritas encourages people to take charge of
their own fate and does this by promoting local initiatives that sustainably improve the living
conditions of the socially disadvantaged, advocating the conservation of natural resources,
supporting civil conflict resolution and peace building, cooperating with local partners and
strengthening their own commitments.
Caritas Switzerland and Caritas Luxembourg act in the frame of a MoU as a consortium in
the Eastern Africa and the Horn of Africa with a focus on education, strengthening of civil
society, food security and water, sanitation and hygiene. We operate a joint Liaison Office in
Nairobi; have Country Offices in Somaliland (Hargeisa) and South Sudan (Torit) and a
Representative in Ethiopia (Addis Ababa).
Caritas is looking for  a consultant to undertake  a  mid-term evaluation for the EC funded
project:  Water, Sanitation and Hygiene in North-West Somalia being implemented in
Maroodi jeex, Togdheer and Sool regions (Somaliland). The project is part of the ACP EU
Water Facility. The evaluation is scheduled to be undertaken in November 2012 and is aimed
at taking corrective measures for project operations and implementation. It will check on
current project activities and possible need for re-orientation.

The consultant will be supported by a national consultant and enumerators, who will be
recruited locally. Caritas staff at the Nairobi Liaison Office and at the Somaliland Country
Office will support the consultant in the Evaluation and related logistical arrangements.
Main Focus of the Evaluation
The independent assessment of the project’s performance is intended for all stakeholders, but
specifically Caritas Switzerland/Luxembourg and the EC and will look into:
 The overall project implementation level against work plan, to identify variances and to
give explanations;
 Aspects of the project that are achieving project results; and those that are
underperforming;
 Replicable ability or capacity, and lessons learnt so far;
 Identification of possible routes for improving/re-orientating challenges encountered so far
Requirements
 At least 10 years’ experience in project management and evaluation missions of
international projects on WASH especially in relation to rural and ASAL areas;
 Experience in evaluating EC funded WASH projects in the Horn of Africa;
 Proven experience in use of  qualitative and quantitative data collection and analysis
methods;
 Experience in participatory project M&E (baselines, monitoring and evaluations) as well
as networking with government institutions;
 Strong data collection, analytical and report writing skills;
 Demonstrable capacity to deliver high quality outputs within the proposed timeframe;
 Demonstrated good understanding of target areas in North-West Somalia (Somaliland);
 Proficiency in use of computers, especially latest MS Office packages and a MUST in the
use of SPSS or other;
 Be willing to travel extensively in the working areas of the project;  2/2
 Flexible, innovative and sensitive to cultural values;
 Fluency in English;
 Knowledge of Somali is an added advantage
