Overview of CTG Global CTG Global is a Personnel Management Service Company specialised in Recruitment, Management Consultancy, and Human Resources in countries experiencing or emerging from armed conflict, natural disasters, or acute social and economic crisis worldwide. CTG Global provides tailored personnel management support enabling a growing number of public and private sector agencies and individuals to achieve their objectives in complex and challenging environments. CTG Global clients currently comprise UN agencies, non-government organizations (NGOs), and different corporate organisations such as security companies.
Overview of the Position
Organisational Context Within the framework of the Governance, Rule of Law and Security Programme, the Armed Violence Reduction (AVR) project aims to build confidence, stability and security through the involvement of state actors in partnership with the community in order to reduce and prevent violence, creating favorable conditions for recovery and development. This goal will be achieved through the following outcomes: 1. Clarifying institutional roles and responsibilities for peacebuilding at district, regional and national level, fostering strong and durable partnerships with civil society and particularly women, youth, elders and religious leaders; 2. Addressing the causes of insecurity through data collection, analysis and support to planning and policy development; 3. Addressing the actors of insecurity through adequate rehabilitation programmes and the development of alternatives to incarceration; 4. Addressing the tools of insecurity through weapons registration and awareness raising. The success of the AVR project relies on a broad partnership with UN agencies and NGOs but more importantly, with key actors in the targeted communities. This will maximize coherence and facilitate the emergence of a consensus towards concrete measures to definitively break the cycle of violence and provides the basis at the community level to reinstitute rule of law and security.
Under the overall guidance and supervision of the AVR Project Manager, the Project Officer is responsible for day to day management of AVR project. Furthermore, the incumbent will be responsible for guidance to project team and ensuring cross-unit cooperation and coordination. The Project Officer must be able to develop and maintain viable working relationship with colleagues across the organization and with stakeholders, and be able to work with them in a responsible client orientation and problem solving mode. The Project Officer works in close collaboration with the AVR team and sub-office, Programme and Operational teams, counterparts and government officials to ensure that project management is carried out according to schedules and our client's rules and regulations.
General Functions
Summary of Key Functions:
  • Ensuring strategic direction of project operations, day to day management and delivery of the Project's components.
  • Ensures effective and efficient financial resources management
  • Contributes to Resource mobilization efforts and ensures efficient procurement and logistical services
  • Efficient support to tasks related to advocacy, planning and programming, monitoring and evaluation, and representation.
  • Facilitation of knowledge building and knowledge sharing.

    Functions / Key Results Expected 1. Ensures strategic direction, proper planning, focusing on the achievement of the following results:
  • Ensures, in close consultation with Project Managers and Support Team, the effective application of RBM tools, elaboration of coherent work plans, regular donor progress and impact reports, project and programme documents and proposals, monitors the project work plans, project effectiveness and achievement of results and provides inputs to the Strategic Results Framework and Results Oriented Annual Report;
  • Ensures the highest possible quality of delivery and ensures value for money.
  • Participates in all internal and external (coordination) meetings representing the project;
  • Ensure cohesion, coordination and appropriate sequencing of activities and interventions through the development of a team work plan;
  • Organize and chair weekly coordination meetings with project staff;
  • Identify trainings for project staff and counterparts on relevant programmatic and operational issues;
  • Improves/establishes communication and coordination mechanisms and procedures amongst the various stakeholders;
  • Manages and monitors identified project risks and update the status of these risks;
  • Ensures the promotion and application of our client's drivers of development effectiveness (promotes national ownership and the development of national capacities; fosters policies and partnerships and promotes gender equality) for enhanced programmatic results, and other development standards as per our cleint's corporate multi-year strategy;
  • Ensures that all programming is founded on Rights Based approach and that programme resources are used in a balanced way and are "conflict sensitive", ensures adherence to the Do-No-Harm principle and any joint UN operating principles in Somalia relevant to the programme area;
  • Ensures the integration of cross-cutting issues, such as gender, HIV/AIDS, peace building, human rights and ICT, into the design, implementation, and monitoring and evaluation of programme/projects of the Livelihoods programme;
  • Identify and develop synergies with similar initiative through strengthening and maintaining partnership with key institutions;
  • Keeps the Project and Programme Managers abreast of emerging project issues;

    • Ensures effective and efficient financial resources management, focusing on the achievement of the following results
    • In close consultation with the Head of Sub-office, Project Managers and Programme Management, contributes to the elaboration budgets for all activities in the programme portfolio and the continuous monitoring of project work plans,
    • Ensures integrity of financial and administrative operations in the programme area through oversight of financial and budgetary aspects of the projects, under advice of the Project manager, Operations staff, and other support staff;
    • Ensures strict and consistent application of our client's rules and regulations and ensures the implementation of clear accountability mechanisms throughout the programme portfolio;
    • Participates in internal control mechanisms for adherence to our client's rules and regulations in contracts, assets, procurement, recruitment, etc. as required;
    • Contributes to Resource mobilization and ensures efficient procurement and logistical services, focusing on the achievement of the following results:
    • Supports overall resource mobilization for the project area;
    • Advocates for our client with government counterparts, donor community, and the UN;
    • Ensures project compliance with corporate human resources policies and strategies,
    • Mobilizes goods and services, including drafting TORs;
    • Ensures project compliance with corporate rules and regulations in the field and management of procurement processes and logistical services;
    • Efficient support to tasks related to advocacy, planning and programming, monitoring and evaluation, and representation.
    • Ensures monitoring and evaluation of the projects, including regular field visits and the organization of Project Board and Outcome Board meetings and reports on project progress and constraints;
    • Coordinate and cooperate with initiatives of other sections of our client's country office, specifically the ROLS, HIV/AIDS, Governance and Human Development Units;
    • Prepare quarterly reports including achievements against each outcome, highlighting lessons learned, challenges faced and recommending corrective actions;
    • Liaise with all of our client's counterparts, government authorities, UNSAS and other stakeholders regularly
    • Ensures knowledge building and management focusing on achievement of the following results:
    • Contributes to the identification and synthesis of best practices and lessons learned from the DDR1AVR project for organizational sharing and learning;
    • Actively participates in the knowledge networks and takes advantage of best practices and lessons learned that are available in the zonal, national, region and globally;
    • Supports capacity-building of national counterparts;
    • Promotes a knowledge sharing and learning culture in the CO
    Impact of Results The key results will have an impact on the implementation of the our client's CPD 2011 – 2015, specifically Outcome one "Somali women and men are better able to build peace and manage conflict" through the following sub-outcomes; o Elaboration and implementation of the policy to partner civil society organizations and state authorities to coordinate and support community safety and peace building activities. o Support to the establishment of the Observatory of crime and Violence Prevention. o Implementation of the community security activities, o Elaborated and implemented the legal framework for alternative sentencing (Parole and Probation Board), o Social, Peace and Civic rehabilitation process including training on governance, Rule of Law, Peace Building, and Communication, Quran teaching, sports o Community Patrol Officers established in collaboration with the District Police o Establish the civilian firearms registration under the police (registration system initially conducted with youth beneficiaries)

    Education:
  • Master's degree preferably in social science, local development, or related field
  • First level university degree with a combination of relevant academic qualifications and 7 years' experience in development may be accepted in lieu of the advanced university
  • Knowledge of MS Office is a requirement

    Experience:
  • Minimum of five years relevant experience with advance university degree or 7 years professional experience with a first level university degree in position, at the national or international level is required
  • Experience within the UN or NGO, in community-based approach/conflict management and related experience in local development, particularly in crisis and post-conflict countries an asset.
  • As this job will require a lot of interaction with Government counterparts and other local authorities, the incumbent should be originally from Somalia and have good understanding of the Government's set up.
  • Work experience within the UN or an NGO is an asset;
  • Knowledge of DDR, small arms control and conflict management an asset;
  • Experience in high-level policy advisory services to Government counterparts is desirable
  • Experience in inter-agency coordination of development or humanitarian assistance is desirable

    Languages
  • Strong written and spoken English skills and Somali language is required
