The primary aim of the British Government’s Department for International Development (DFID) is reducing poverty, and  achievement of the other Millennium Development Goals.  DFID  Somalia is responsible for the delivery of DFID's development and  humanitarian assistance and policy work in Somalia. DFID Somalia is part of the  British Office for Somalia  based in the  British High Commission  in Nairobi, which has 300 staff from 14 UK government departments. We work closely with colleagues from the  Foreign and Commonwealth Office and other  departments  on both  policy and management. We also host a small number of staff working Regionally. 
Following the Bilateral Aid Review, the Somalia programme is  scheduled to double  its’  spend by 2013/14.  The  DFID  Somalia  Operational Plan (available on the DFID website) sets out how we plan  to achieve that.
A vacancy has arisen for a Humanitarian Adviser, Somalia.  This is an exciting and challenging post  with responsibility for  monitoring humanitarian programmes in Somalia, advising on the design of a new  multi-year humanitarian programme for 2013 onwards, and  ensuring  programme and policy coherence with other parts of DFID Somalia, in  particular on resilience and stabilisation issues.
The appointment will be under  local terms and conditions and is  subject to security clearance.
The salary for this post will be KShs 394,240 – 609,073 per month  before tax.
The ideal start date is January 2013.
Candidates must have the right to live and work in Kenya and will  be asked to provide written proof as part of the selection process. Description The Humanitarian Adviser will to be responsible for the day to day 
design and monitoring of the Somalia humanitarian portfolio.  The jobholder will be line managed by the A2 Humanitarian Adviser Somalia.
Description
The humanitarian situation in Somalia  remains fragile. The UN estimates that 2.1 million are in need.  Malnutrition and mortality rates are largely above international emergency thresholds.  The continued conflict, insecurity and lack of access make the operating environment  in Somalia exceptionally complex. Currently, there are 1.35 million IDPs in Somalia and hundreds of thousands of refugees in neighbouring Kenya and Ethiopia.  A large scale humanitarian response, with DFID playing a key role, scaled-up and helped improve the situation. The UN-led Somalia  Humanitarian  Response Plan seeks some $1.5 billion in 2012 to respond to the chronic humanitarian situation. Under the Operational Plan, DFID has anticipated spending some £20
million per year on humanitarian assistance in Somalia.  However, in response to increasing needs in 2012, £80 million was  spent  to support a range of UN, Red Cross and NGO partners who reached over 1.3 million people with emergency assistance.  In addition to programming, DFID plays a critical influencing role both within the humanitarian system on performance,  and  with other donors and some armed actors  – including over the protection of civilians and humanitarian access. DFID currently has an approved live humanitarian programme of £55 million.  This will provide some 1 million Somalis with humanitarian aid and is articulated around three main objectives: 
1) Emergency assistance  and protection  to conflict and drought affected communities; 
2) Improved effectiveness of the overall humanitarian response system; 
3) The restoration of livelihoods and promotion of resilience.
Work on a new multi year humanitarian programme and business case seeking approval of funding is underway.
The jobholder’s responsibilities will be as follows:
1.Contribute and in some cases lead on the provision of technical advisory support regarding DFID Somalia’s humanitarian programming and influencing activities:
 Contribute to the assessment and analysis of the  humanitarian situation;
 Advise on the development of a humanitarian strategy and plan to respond to identified priority needs;
 Advise on and where necessary lead the design and production of business cases (which seek approval of funding);
 Support the humanitarian team in ensuring the successful delivery of the humanitarian programme in accordance with DFID corporate requirements and as defined in programme objectives and indicators;
 Work with the programme officer to strengthen DFID programme management, most notably on monitoring, evaluation and results;
 Lead on provision of advice to selected implementing partners;
 Contribute to the engagement with other DFID teams and UK departments active in Somalia, DFID
partners, other donors and the wider system to strengthen  humanitarian  performance and accountability;
 Provide advisory input and where necessary lead on producing briefing on key policy issues for DFID or British Office for Somalia management;
 Work with the senior programme officer to ensure quality of drafts of replies to Parliamentary Questions, correspondence, press lines and other briefings.
2.Play a constructive and participative role in DFID Somalia
 Backstop  the other humanitarian adviser; Contribute to DFID Somalia corporate exercises as necessary.

Applicants will need to demonstrate the  following essential technical 
competencies:
 Humanitarian risks assessment and analysis;
 Planning and managing humanitarian responses;
 Experience of running humanitarian operations.

Applicants should aim to demonstrate the  following desirable
technical competencies: 
 Experience of working with pooled funding mechanisms, especially
at country level, and working with a range of international donors
on seeking system improvements;
 Experience of DFID reporting on results and financial tracking.
