ORGANIZATIONAL BACKGROUND

ASSIGNMENT SUMMARY
Adeso is seeking a qualified  consultant specialized in developing and implementing a curriculum and a
training of trainers (ToT).
The curriculum and ToT will work towards the overall objectives of the Promoting
Women’s Political Participation for Development of Peace and Security in Puntland (PROWOPP) Project.  The
consultancy is for a period of 15 days, beginning December 8, 2012 and will include the development of a
curriculum package for the community trainers to use in training women groups at the regional level. Adeso
encourages consultancy firms or groups that can assign one consultant specialized in gender related issues
to apply.
The target of achieving gender equality is crucial for development. It is indeed easy to focus on women only
and their disadvantages in comparison to men when the promotion of gender equality is on the agenda.
However, the role and participation of men in achieving gender equality is equally important. To support the
goal of promoting gender equality two complementary approaches  should be followed: gender
mainstreaming and instituting ‘specific measures’ to promote gender equality.PROJECT SUMMARY
PROWOPP aims at assisting the Ministry of Women Development and Family Affairs (MOWDAFA) in building
knowledge and technical capacity within the government  for gender mainstreaming, advocacy, and
strengthening the Ministry's organizational capacity to effectively fulfil its mandate.  MOWDAFA,  with
support from  Adeso has been instrumental in coordinating and monitoring gender mainstreaming into
national policies, strategies and programmes. The scope of gender mainstreaming and advocacy work has
been expanded to include gender sensitive statistical system, support to aid management through a
programme based approach to gender mainstreaming; addressing societal gender values through
communication and advocacy and developing sustainable institutional models of skills training and business
development services for women-entrepreneurs.
The environment in which the MOWDAFA is currently operating is challenging, with upcoming deadlines to
comply with ongoing government reform programmes, international obligations and reporting and with
many other sectors and priorities competing for funds. Furthermore, the economic crisis has placed
increased urgency on the need for economic empowerment of women as well as ensuring necessary
safeguards and legal protection of women. This evolving environment, coupled with organizational changes
and responsibilities will require the MOWDAFA to review the way is it currently organized to deliver its
outputs and also to assess its existing capacities in order to systematically address these gaps.
The proposed action seeks to promote sustainable peace in the reconstruction and development of Somalia
by creating a more enabling environment for gender sensitive conflict resolution and peace mechanisms.
The action will support women councillors, and  women Civil Society Organizations (CSOs) to effectively
participate, represent and influence the MOWDAFA in Puntland to efficiently implement the United Nations
Security Council Resolution (UNSCR) 1325. It will also provide technical and capacity building support to the
MOWDAFA to prepare their 2012-2014 Strategic Plan and a consolidated gender strategy that will engage
Somali women from different walks of life in their own peace and reconstruction efforts.
      OBJECTIVES OF THE ASSIGNMENT
The overall objective of this assignment is to increase capacities and  create an enabling environment for
community trainers (CTs) to implement the trainings to women’s groups at the regional level. To achieve the
expected results, the project seeks to select a qualified consultant to develop and deliver the ToT curriculum.
The training of the CTs will take place in the inception phase of the project. Key focus will be placed on staff
preparation and setting up the necessary conditions for project success. Primary focus is on the
development of the training curriculum.
CTs will be identified and recruited from the region with the motive of utilizing women that have established
local ties, either to the MOWDAFA, or other women’s networks or local councils to ensure that the
knowledge and skills developed reflect the needs on the ground, are more sustainable, and remain in the
area. Local recruitment for these positions will also mitigate some of the problems other organizations
experience with access to the contested and more isolated areas the program is targeting.
Upon recruitment, the consultant will train CTs in the use of the materials, as well as in facilitation skills to
ensure that they are effective in their roles once deployed to the field offices. This initial training and
preparation period will therefore include a Training of Trainers (ToT) course, training on the particular
modules in the curriculum packages, and subject matter training on gender and conflict resolution, peace
building, and women’s political participation. It is vital to the program that these CTs have the necessary
information and knowledge to become effective, knowledgeable and skilled advocates for women’s
participation in decision making and peace building. The ToT will contribute to the development of national capacity in the field of increasing financial
sustainability of Civil Society Organizations. It will also influence  political representation, policy/advocacy,
and enhance understanding of gender equality, UNSCR 1325 and role of women in peace building.
               DELIVERABLES
In order to achieve objectives the consultant will:
 Study relevant documents;
 Develop the concept of the ToT and teaching aids (including agenda, working methods and
procedures, handouts and evaluation forms) which will be discussed with the Project Team;
 Advise on background materials to be distributed;
 Consult the opinion of the Project team, NGOs’ representatives and other national experts in Civil
Society Development;
 Draft the final ToT program;
 Develop the list of equipment and materials which will be required for carrying out training sessions;
 Deliver ToT;
 Elaborate and submit the final report on the ToT.
Final Report: After the delivery of the ToT, the consultant shall submit to the Project Manager the electronic
version of the Report on the ToT program. The Report shall include the following:
 Concise presentation of the training sessions content and  applied methods, including the most
important, attractive ideas of participants on the discussed subjects;
 Conclusions and recommendations based on lessons learned for future interventions;
 Training program evaluation forms filled in by participants;
 Other relevant materials.
The Consultant is expected to deliver:
 2 sets of Final Training of Trainers Curriculum hard copy bound
 1 appropriately labeled data CD containing soft copy of Final Training of Trainers Curriculum in Ms
Word format
 1 appropriately labeled data CD containing soft copy of Final Training of Trainers Curriculum in
Portable Document format (PDF)
 A report of the Curriculum development process.
SCOPE OF WORK
The Consultant is expected to carry out the following tasks, among others, that go towards development of a
training of trainer’s curriculum:
 Write and submit to Adeso for review an inception report detailing how he/she will undertake the
assignment herein and the duration;
 Conduct literature review of best practices in TOT curricular development as well as reports of
previous trainings conducted on gender related issues;
 Identify and document information, knowledge and skills gaps;  Draw a draft curriculum document indicating, among others, the rationale for training, target
audience/population, objectives and outcomes of trainings, topic identification matrix, detailed
session plans, and training schedule;
 Submit draft curriculum to the Adeso for review;
 Present draft reviewed curriculum to stakeholder for input;
 Incorporate input from stakeholder into draft curriculum and forward to Adeso for further review;
 Conduct pre-test of the draft curriculum;
 Present the revised curriculum to stakeholders for validation;
 Deliver the final TOT curriculum to Adeso.
WORK PLAN FOR DEVELOPMENT OF CURRICULUM AND CONDUCTING ToT
A work plan for this assignment should be developed in relation to the methodology suggested by the
consultant and the number of days set for this assignment. This should include a one day briefing on the
findings to get input from project and programme staff, as well as build consensus around the
recommendations.
REPORTING
In all matters in relation to the assignment, the consultant will report to the Country Director for Somalia in
Nairobi. The consultant will work closely with the Area Coordinator for North Somalia and the Program
Manager in Garowe.
KNOWLEDGE & EXPERIENCE
 In-depth knowledge of the constraints to gender equality and the particular barriers that women
communities face especially in Somalia,
 Knowledge of government processes, national strategies, national plans for gender and international
frameworks such as UNSCR 1325, CEDAW, Beijing Platform for Action, MDGs and others.
 Recognized contribution to the theory and practice of gender equity, through publications,
membership to gender networks, and/or participation and leadership in alliances and committees
on these topics,
 Knowledge and experience on the issue of state institutions capacity and capacity development.
 Knowledge of government policies in relation to  UNSCR 1325 and aid effectiveness is a clear
advantage.
 Evidence of a ToT developed and conducted during the last five years
 Experience in conducting ToTs.
 Experience in development organization, capacity development, and/or government agencies, public
administration.
 Previous experience in the empowerment of women and gender equality will be an asset.
SKILL AND QUALIFICATIONS
 Post graduate degree  in development studies, social studies or related fields, preferably  including
gender studies, with demonstrated professional practice in ToTs during the last five years;
 At least five years of hands on experience in developing training curriculums and conducting ToTs;
 Must have profound knowledge in conducting ToTs of development projects;
 Must be experienced in developing and implementing gender sensitive evaluation methodologies;
 Experience in the use of participatory appraisal techniques in data collection;
 Previous work experience in Somali culture is essential; Excellent analytical, research, writing and communication skills;
 Experience working with gender equity interventions and programming;
 Proven track-record working with government departments and civil society counterparts over the
formulation of gender mainstreaming initiatives, including coordinating inputs, facilitating
collaboration and ensuring sectoral balance in the formulation of recommendations;
 Strong interpersonal skills and the ability to communicate and work well with diverse people.
 Fluency in English
 Able to use Participatory / Learning in Action methodologies.
 Several years training experience on the following topics:
- Active Non-violence and Peace building
- Gender
 Experience in writing a training curriculum
 NGO experience/background
 Active in network settings (e.g. on gender/masculinities)
