Description CARE is seeking an experience Pastoralist Technical Advisor (PTA) to provide a strong technical lead role in pastoralist resilience in a resilience-building consortium, both during the inception phase and implementation. CARE and 6 other NGOs in Somalia are initiating a consortium on resilience building in pastoralist, agro-pastoralists and peri-urban livelihoods, as a response to the multiple cycles of droughts in Somalia and last year's famine. The consortium consists of Oxfam, WVI, ADRA, DRC, COOPI, CARE and ACF.The program targets multiple donors for a large scale Somalia-wide coordinated approach to resilience that compliments large scale UN initiatives for resilience. World Vision International will host the grant management function for the consortium, and are currently recruiting a Chief of Party to lead the program development and inception process.
The position would be initially for 6 months, based in Hargeisa, Somaliland with travel to other parts of Somalia and Nairobi, with the intention to extend the position for the full duration of the program (3-5 years) depending on further funding from key donors with whom discussions are presently ongoing.
The position will provide technical support to the consortium as a whole, helping ensure innovation, harmonization of approaches, technical quality and coordination. The post will be supported by CARE, WV and other consortium partners' global technical resources on resilience and food security, as well as in turn provide input from the Somalia resilience program into regional and global policy initiatives.
The position will look at resilience to shocks (mainly drought) of the pastoralist system in Somalia; this includes the natural resource base of the pastoralist system (rangeland, water etc), animal husbandry and veterinary practices, livestock marketing, income/asset diversification, drought cycle management, and pastoralist household budget and resource management practices. It is expected that the incumbent has significant technical expertise in several of these areas, with adequate understanding of the others.

  • Learning, policy development;
  • Other activities. Required Skills:
  • Master's degree focusing on livestock management studies, rangeland/dryland management, natural resource management, or alternatively rural livelihoods with significant experience in pastoralist programming;
  • At least 5 years of technical experience working on pastoralist programming in the Horn of Africa;
  • At least 3 years experience in an advisory role in an NGO or similar;
  • Excellent communication skills;
  • It is expected that the incumbent has significant technical expertise in several of the following technical areas, with adequate understanding of the others: NRM, animal husbandry, veterinary practices, livestock marketing, income/asset diversification, drought cycle management, and pastoralist household budget and resource management practices;
  • Strong focus on innovation and learning, and proven ability to facilitate learning amongst a varied group of actors;
  • Strong proven experience and technical capacity in monitoring, evaluation and measuring of impact of livelihood and/or resilience programming in a pastoralist setting.

    Desired Skills:
     
    Somali language skills would be an added advantage;
  • Somalia-specific experience in working with pastoralists;
  • Experience of working in consortium, coalition or partnership settings is highly desirable.
