PROJECT ENGINEER (REASP III)
CARE Somalia is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development,  through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.
I. JOB SUMMARY
The Emergency Team Project Engineer  works as part of the emergency team to support selected Somali and International NGOs and local communities to respond to the needs of people and communities affected by natural disasters and or conflict. The Emergency Team Project Engineer will be responsible for ensuring technical quality of  all water, sanitation and hygiene promotion programme work. You will be responsible for developing technical designs, cost estimates for water sources and sanitation facilities. You will be responsible for reviewing CARE partners’ technical designs ensuring that they conform to acceptable standards (CARE PSMI, SPHERE etc).  The incumbent will contribute towards ensuring the sustainability of the project interventions by creating opportunities to enhance community participation in the project activities.
II. RESPONSIBILITIES
Plan, design and supervise construction of new water points and rehabilitation of existing water points ensuring that they address needs of targeted communities.
Lead in technical assessment of water situation in the program area and recommend appropriate interventions

Ensure timely supervision visits are made to all project sites that are under construction to ensure that work is done according to the design and mistakes are promptly corrected and a report made to Programme Manager.
Monitor and ensure that materials used for construction of water and sanitation facilities are of good standard and according to the design and bill of quantities.
Review partner proposals and provide guidance by giving recommendations on technical proposals.
Support partners in design and implementation of operation and maintenance training activities for project
stakeholders and water users.
Develop water quality monitoring plan and support partners to carry out field based water quality analysis and recommend plans of action.
Review latrines designs ensuring that they are appropriate to each given project context; aspects such as cost, environmental standards, privacy etc should be considered.  Supervise CARE contractors ensuring that their work conforms to the required standard.
Keep database of all water supply and sanitation projects implemented under emergency projects. This to include geo-coordinates of water points, water quality, quantity and depths of boreholes and shallow wells etc. Such information to be shared regularly with SWALIM.
Perform other related duties as required.
III. REQUIRED QUALIFICATION
Education/Training
A degree in Civil/Water Engineering, or HND in Water Engineering. Experience (minimum requirement)
3 years experience in the implementation of watsan activities, preferably in emergency contexts.
Technical Skills
Demonstrated skills in community mobilization
Good project designs of civil engineering works
Demonstrated report writing skills
Desired
Somali language skills are preferred
Work experience in Somalia
