Regional Monitoring and Evaluation Officer based in Kenya
Background
Danish Demining Group (DDG) is part of the Danish Refugee Council (DRC). DDG has armed
violence reduction programmes in several countries in the region including Somaliland, Somalia,
Yemen, South Sudan and Uganda and is in the process of establishing a programme in Kenya as
well.
DDG’s Armed Violence Reduction (AVR) approach encompasses the following elements:
Strengthening institutions and enhancing capacity for addressing safety needs
Addressing immediate threats to life and limbs by explosive remnants of war
Addressing small arms as a tool of violence
Building capacity for conflict management and peace
Strengthening relationships between security providers and communities
The AVR approach is currently implemented at the national and community level. At the national
level, DDG seeks to support the authorities with small arms management and support peacebuilding
and security sector reform initiatives. The community safety approach is rooted in a participatory
process, where DDG assists target communities to assess their safety and security situation, define
and prioritise their safety and security needs and identify resources to address these needs. For more
DDG is looking for a highly talented and motivated individual who will work with the DDG AVR
programmes in the Horn of Africa (and if time permits possibly also in Yemen, Uganda and South
Sudan) to improve monitoring and evaluation (M&E) systems and write up baseline studies and
impact assessments. The M&E officer will travel extensively to Somalia, Somaliland and Northern
Kenya and possibly other countries and will be required to spend extensive periods of time in the field
when necessary.
The M&E Officer should be a Kenyan citizen and have the following qualities and qualifications:
Personal qualities:
Is passionate about ensuring good impact of humanitarian action
Has an intelligent and creative mind that will enable him/her to identify new and suitable
approaches to M&E for DDG’s AVR programmes
Has a high degree of professionalism – is punctual, meets deadlines and respects other
people’s time
Is analytical
Is a good communicator, especially in writing, and able to present logical clear arguments
Is curious and seeks out information
Has a strong drive to learn new things and improve own capacity
Takes initiative – respects authority but doesn’t wait for others to give instructions but
identifies what needs to be done and gets on with it
Is hard working and driven to achieve objectives
Is a good team player and treat colleagues with respect
Is diplomatic, patient and persistent
Is honest and loyal
Is culturally sensitive
Is able to cope with staying for extended periods in stressful and insecure environments
Qualifications
Required: A masters degree in political science, sociology, anthropology or related field, with specific
courses in data collection, M&E and research
Demonstrated research experience
Substantial experience (min 3 years of full time work) with monitoring and evaluation of
complex programmes and projects on a high level
Demonstrated and extensive knowledge of various quantitative data collection methods and
statistical analysis,
Demonstrated experience in indicator setting and LFA formulation
Fluency in written and spoken English
High degree of computer literacy, including experience with SPSS
Desirable:
Previous publications (i.e. articles, research papers or similar)
Experience with community safety work
Experience of working in insecure environments
Good understanding of open source software, which can be utilised for M&E purposes

Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for
local staff in Kenya, 26 days of annual leave as well as 10 national holidays.
A 12-months contract - with possibilities for extension, subject to performance and funding.
There will be an initial 3-month probation period, which can be extended if considered
necessary.
The position is based in Nairobi, with extensive travels to Somalia, Somaliland, Northern Kenya and
other DDG programme countries as necessary.
Start date: January 7, 2013.
