VACANCY- COMMUNICATIONS AND ADVOCACY OFFICER (CAO)
CARE Somalia is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.
CARE is looking for a talented individual to fill the position of Communications & Advocacy Officer to be  based in either Hargeisa or Garowe but with regular travel to other CARE field offices and Nairobi.
The post will report to the Regional Advocacy Coordinator / Somalia Advocacy Advisor with a dotted line  to the Program Coordinators and Program Quality Unit (PQU).
JOB SUMMARY
The role of the Communications & Advocacy Officer  ( CAO) is to facilitate communication flows to ensure that CARE decision-makers and key external stakeholders (including CARE implementing partners and disaster-affected communities) receive the information they need regarding the CARE Somalia program in a timely way and format that is adapted to the target audience.  This will require strengthening and streamlining existing information management Systems to respond to demands from internal and external stakeholders.  The CAO will also help to develop and implement an advocacy agenda at field level related to identified program priorities.

PERSON SPECIFICATION
 Degree in Communications, Social Sciences, Information Management or equivalent.
 At least 3 years experience in advocacy, communications and information dissemination.
 Proven experience of communicating information and advocacy with a wide range of different audiences.
 Ability to review and edit reports and other written documentation for dissemination and publication.
 Ability to collect information and undertake research under potentially difficult and constraining conditions.
 Ability to develop and present information and communication products for a range of different audiences.
 Experience of media liaison and media tools e.g. photography, video etc.
 Awareness of potential sensitivity of information in the context of CARE’s emergency response and
development programming and ability to differentiate between information for internal versus external
audiences.
 Willingness to work and travel in difficult circumstances and adhere to agreed security procedures.
