Security Manager, WORLD VISION INTERNATIONAL Nairobi, Somalia


PURPOSE OF POSITION:

To develop and implement staff safety and management procedures for World Vision Somalia. Gather and analyse information about the operating environment in Somalia, present regular updates and analyses to stakeholders, and advise the Program Director on operating conditions in Somalia. Collaborate with other humanitarian security bodies and personnel to collect and share information.

KEY RESPONSIBILITIES:
·         To collect and collate regular security updates from the field sites and other sources and prepare monthly reports and quarterly security analyses for WVS management and WVI OCS.
·         To harmonize security strategy, evacuation plans and new staff security orientation and ensure our security protocols are maintained and adhered to.
·         To manage security “project” budgets, including preparing reports (with support from the PDU and Finance Departments)
Security Management:

·         Responsible for initiating and carrying out risk assessment in the country.
·         Responsible for developing and reviewing appropriate Security, evacuation and contingency plans.
·         Ensure the implementation of the minimum Security Management Guidelines established by the corporate security office.
·         Organize, implement and follow up on the promotion of security awareness among national and international staff.
·         Identify areas whereby the national security Management requires external support and advice on obtaining the needed external support.
·         Maintain appropriate levels of life-support materials including food stock, water, medicine, blankets etc in the relevant context where and when necessary.
·         Develop and maintain up-to-date security and evacuation protocols and arrangements for personnel, major mobile assets and critical documentation.
·         Establish, maintain and monitor staff and asset movement tracking systems. Maintain information systems that clearly present this information to WV Staff while maintaining operational security on movement information.
Training:
·         Develop a security-training plan and implement, providing training to national and international staff.
·         Establishing early warning systems.
·         Hibernation strategies, Emergency evacuation planning and training needs to be designed and initiated.
·         Orient/brief national and internationals staff on any changes in the security situation, security policy and Security operation guidelines.
·         Provide oversight of all HF and VHF communication and reporting mechanisms as well as staff training.
·         Assist in identifying staff for additional training as mandated by WV.
Networking:
·         Establish networks with other NGO’s and UN agencies regarding security and establish an information exchange network.
·         Maintain contact with WV Partnership, cooperate security office regarding national office security strategy and incident reporting in conjunction with the Program director.
·         Contact and work closely with the Country (crisis) management team in situations of increased security risk.
·         Where appropriate, attend UN security meetings and security meetings for the region.
·         Develop and maintain strong contacts with military authorities as appropriate and in line with WV statements of Operational guidelines relating to cooperation with military/peacekeeper.
Reporting:
·         Prepare and send incident reports to the Program Director, regional management and corporate security offices when necessary in conjunction with the Program director.
·         Advice the senior management team on compliance with security audit requirements.
·         Prepare monthly and other reports as required.
·         Advice the Program director and Operations director on necessary action points during times of increased security risk/tension.

KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED:
·         Confirmed employment of the security manager is contingent on him/her passing the HEAT training course within 90 days of employment.
·         Bachelor's degree in Social Sciences, Law, Security Management or in a related field
·         Strategic and managerial experience of minimum 2 years working with UN Agencies or NGO field security experience.
·         Radio and/or Satellite phone communications experience, operations and management.
·         Demonstrated experience in designing and delivering security training.
·         Demonstrated ability to work effectively under pressure (particularly in a crisis situation).
·         Ability to communicate well in English (verbal and written) – particularly in a crisis situation
·         Valid Passport and international Drivers License.
·         Documentation of a clear criminal record.
·         First Aid qualified
·         Computer literate (Word, Excel, PowerPoint)
·         Practical knowledge of tools, mechanisms and procedures for personal and organizational security.
·         Must behave in a professional manner at all times and demonstrate ability to represent the organization at inter agency meetings
·         Demonstrated personal values, attitudes and behaviours that are consistent with World Vision Core Values

PREFERRED:
·         4 years INGO experience as a Security Manager in a fragile context. HEAT and SRMT certified

  1. I really would like to apply the post, dough I'm not directly worked as a security but i have as radio operator, flight assistant coordinator and admin assistant for almost a decade the above mentioned fields are all somehow close and related with security, and want to appy it
