Procurement Officer and HR officer Garowe

improving governance.
Procurement Officer – Garowe Office
Job Summary
The main purpose of this position is to manage all aspects of Procurement under the direct supervision of the
Head of Office. The responsibilities include procurement and transportation of supplies. The position is to
provide efficient, quality and timely procurement services.
Summary of specific Responsibilities
a) Ensure proper understanding and adherence to donor and CARE rules and regulations.
b) Support the office and program teams to prepare procurement plans and forecasts
c) Manage procurement requests in a timely, expeditious and effective manner.
d) Participate in procurement committee activities and meetings and act as its Secretary.
e) Ensure that procurement transactions are fully documented.
f) Staff and partners capacity building on procurement processes and regulations.
g) Prepare monthly and quarterly procurement reports to track procurement efficiency.
Required Qualification
 Bachelors Degree/Diploma in Administration or Procurement and Logistics management
 At least two years experience and exposure to  administration and logistics environment in a similar
setting. Working experience with International NGOs is a plus.
Human Resources Officer – Garowe Office
Job Summary
The main purpose of this position is to provide support to all aspects of Human Resources (HR) of CARE
International in Puntland under the supervision of the Head of Office with dotted lines to the HR Manager. The
responsibilities include dealing with all aspects of HR/Personnel administration. The position is to provide
efficient, quality and timely HR support services.
Summary of specific Responsibilities
a) Promote and maintain efficient, effective and non discriminatory HR practices
b) Provide support in recruitment, selection, appointments and leave administration.
c) Maintain HR filing system and record of HR documentation.
d) Facilitate induction and orientation programs for new staff and visitors
e) Follow up on staff performance management and development activities.
f) Manage staff insurance and ensure that all CARE staff in Puntland are in insured.
g) Prepare and manage the monthly payroll and submit for approval.
Required Qualification
 Bachelors Degree/Diploma or Certificate in Business Administration and or HR
 Relevant training in administration and human resources management  plus 2-3 years of relevant
experience. At least2 years of HR experience with international NGOs is preferred
